    In his short book “Long Cycles of Capitalist Development,” Mandel gave different reasons for each upswing in the “long wave”—or the non-cyclical part of the “semi-cycle.” In theory, Mandel saw nothing inevitable about the transition from a phase of capitalist semi-stagnation to a phase of rapid capitalist economic growth.
